Obviously a Biden-Harris administration, should we be so unfortunate as to have one, will stop construction on the fence. Merely one of the...well let's say suboptimal...policies we know is on tap if they win. Now, if the Dems merely didn't oppose illegal immigration much, they'd leave up what's already built. So this offers us a kind of test case: if they tear parts down, that's strong evidence--in addition to what we already have--that they actually aim to promote illegal immigration. Of course they can aim to promote it without being willing to take such an overt action as tearing down already-constructed fencing...so a failure to do so won't provide much evidence either way. But actively tearing sections down...that would be huge.
Of course there are non-immigration-based arguments against certain sections of fencing. E.g. it forced us to use eminent domain and take at least some private land. And there are some environmental problems --which I think we could get around with a bit more investment, actually.
In addition to the primary arguments, there are also humanitarian arguments for more extensive fencing--it is more likely to prevent people from even trying to get across. The worst outcome is that people from, say, Central America try to come into the country illegally and make it. But the second-worst outcome is that they try and fail. Thus they undertake a dangerous and wildly expensive attempt...only to end up broke and exhausted in Northern Mexico. The most humane of our reasonable options is to make sure the odds of anyone getting in illegally are low. That's best for us and best for them.
My guess: Biden won't be so stupid / crazy as to tear down fencing. I suppose I'd bet a little bit of money on that...but not much.
