Biden has been said to have borrowed quotes in the past. Maybe he was inspired by your comment? Perhaps back in April when he was still in his post-dropout funk and spending too many hours surfing the tubes, he happened across a certain blogspot site and caught a quote and just tucked it away for future use. :-)
