Kavanaugh: "Revenge On Behalf Of The Clintons"

What did that mean, anyway?
I took it to mean:

[1] Revenge by supporters of the Clintons, conducted to avenge the Clintons

But others seem to think it meant:

[2] Revenge at the behest of the Clintons.

   [2] is laughable, I'd think. But is [1]? It didn't bother me that much when Kavanaugh said it, since I interpreted it to mean something like: revenge by Democrats sore about Blowjobgate and/or the 2016 election. Which...yeah...that wouldn't surprise me in the least. In fact, I suppose I think that basically just means: politics as usual in D.C.. But [2]...[2] seems pretty crazy, no? Or no?
