Some of the statistical arguments about likelihood of revolution break down when the gov't has nukes. We have basically seen no military conflicts between two groups with nukes, largely because MAD is a very sound deterrent strategy.
The same could hold for a civil war in a nuclear armed country, but we should definitely never test it.
