Oh, god yes. This new jargon word swept the K-12 world at least ten years ago. I think I first heard it re the scoring of the SAT Writing test, but then it seemed to debase itself to mean anything anyone had written down about any kind of grading or standard.
And not only that, but now every task, no matter what it is, is being characterized as developing a "rubric."
I'm on a committee that was supposed to develop a "critical thinking" "rubric." (I volunteered so that they wouldn't do anything too stupid.) Turns out that it's really supposed to completely determine the nature of critical thinking courses and assessment at our university. Developing a grading "rubric" is like one percent of what it's really doing. Characterizing it as a "rubric" committee is like characterizing the U.S. government as an organization that puts up road signs.
