McCarthy: The President Has The Constitutional Power To Restore Order. He Must Act.

I've never been too clear on exactly what the ultimate output of Article IV + The Insurrection Act + The Posse Comitatus Act was. 

McCarthy says that the president's authority to deploy the military to stop the rioting is clear. 

If the lefties claiming that this is a "rebellion" / "uprising" are/were right, that would seem to bolster the case, no?
