Kamala Harris: $100 Million Plan To Foster Black Homeownership

I'm sure there are problems I don't see, but this is far from the dumbest thing I've ever heard of. I tend to prefer going at poverty in a colorblind way--among other things, colorblind approaches garner more support and less opposition--and still benefit blacks disproportionately. But I wouldn't reject this plan out of hand.
