So I looked up recent papers by Narelle Haworth. google scholar doesnt have anything from 2019, but 2018 papers of hers don't suggest anything like this. I suspect the original reporter was prompting quotes, and any notion of banning the word "cyclist" deserves air quotes. Here is a sample of her work. It isn't remotely like a bad social science paper.
