The question is: is this intended as a political hammer to go after schools he doesn't like? Without some detail and strict rules, the answer is almost certainly yes.
Except that it calls for public institutions to uphold their 1a obligations and for private universities to honor their written pledges. Student aid is not affected, so what is the problem? It is basically do what you are obligated to already do, or there may possibly be consequences.
