The FBI is still studying the devices to determine if they capable of exploding. And no, I don't think this would have been such a big deal for the FBI or NYPD if they had already determined that all the devices were fake. Here's the latest NYT report:
"None of the devices inside have exploded on their own so far, and investigators are still seeking to determine whether they were even capable of detonating. But the authorities in New York and elsewhere have warned that the devices should be considered dangerous."
But sure, you're entitled to your amateur musings on bomb-identification and citations of random bomb experts.
