In and of itself, this is fine. In response to an epidemic of gunfire in Chicago that is happening right now, it isn't particularly helpful--a bit better than "thoughts and prayers," but... it doesnt help with tge current trouble.
Nothing's going to help *right now*. But what Emanuel said could help in the medium-run, no?
