I expect these are just the cases we hear about.

No, they weren't. They were returned to the sbooter's father, who illegally gave the guns back to the son, who was at the very least banned from owning them in the state in which they lived.
Apparently, he also thought Taylor Swift was stalking him. He's a good exhibit in the case for why mental institutions need to be rebuilt. There's obviously the danger to the broader community, but it also isn't humane for a guy like this to have his life slowly collapse as a result of untreated mental illness.

Yeah, that's made clear in the story. I didn't see much of a difference...but you're right. There's a difference.
