Not all crimes are gang related, but the excluded middle seems foreign to you these days.
I don't think "excluded middle" is what you meant, DA.
Fraternities engage in criminal behavior, but that doesn’t mean they take a worse toll on society than your average criminal gang.
OTOH, a system that seems to produce a few dead students across the country every year, might need looking into.
