Um. If you want stealth, use an attack submarine. Yeah, they run $2.5B a pop, but the Zumwalt cost $4B in development, and is roughly as expensive as a sub with lower antiship capabilities. This seems like a solution in search of a problem.
I'm under the impression that this is not unprecedented in the world of military acquisitions. Rather a different kind of case, but: the Osprey was funded even when it was known that it didn't work. The view seemed to be something like: We want it, and if we fund it, it'll have to work eventually...
It's pretty hard to believe that nobody noticed that we can't afford ammo for the AGS until the ships were already built...
One guess I read somewhere: they're planning on slapping a railgun on it.
