Um. "illegals" isn't a whole lot better. I suppose any criminal would count as an "illegal", or for that matter, some guy caught speeding.
It's a *whole* lot better, actually. There's nothing wrong with it. It's an abbreviation that everyone understand, neutral as between the spin-laden "illegal immigrant" and the legally standard, but currently freakout-inducing 'illegal alien.'
'Undocumented citizen' is pure, unadulterated, propagandistic falsehood.
