The town was being taken over. At this point (if I remember news reports correctly) Cobb got yanked into court for his lunacy of intimidating his neighbors and is on probation. He even mentioned he planned to leave Leith when he could. Also, there's a video of him on a British talk show where they did a DNA scan on him, showing he was 14% sub saharan African. It was hiliarious, and then some white supremacists turned on him.
