I don't really get the outrage here. They're photographing the exterior of the mailed objects...the parts everyone can see and for which there is no expectation of privacy.

This one doesn't bother me as much. When you send mail through the postal service you are giving the Government the address to send a package to and in many cases with the return address the location it came from. When you go to send the mail you know for a fact that at some point and agent of the Government is going to read it. This isn't like email or cell phones where you are using private systems, this is a public system. They aren't reading the mail itself so while I certainly understand why people might find it somewhat invasive I see it as something that you should probably know might happen. If you don't want them to see it use UPS or FedEx. That said, who uses the mail for anything other than bills these days?
Apparently, that's how they tracked down the woman who sent ricin to several people, including the President, and tried to make it look like her husbands' doing.
