I mean..isn't this sort of thing usually due to some earmark with which the other party disagrees? It's almost never about the actual substance of the bill.
I dunno, that's been my experience when I've looked into why people voted against a seemingly obviously good bill.
On further investigation, it really looks like they were actually voting against the substance of the bill. Amazing. They seem to have been saying that the bill was somehow unfairly targeting Halliburton.. it's remarkable. They are literally protecting companies that use contracts to place themselves outside of the legal system.
