Oh Jesus. Because shipping more radioactive material into Russia's notoriously porous infrastructure is a *good* idea. Possibly if they improve security significantly, this could be an OK idea, but Russia's been terrible about keeping its nuclear material secured, and this seems like a big step towards setting up one-stop dirty bomb shopping.
