Trump and the National Guard in Illinois and Oregon

Mostly a legal question that I'm not qualified to speak on.

   I'm under the impression that the Posse Comitatus act only authorizes the use of the National Guard of a given state to perform law-enforcement duties in that state...but only if the state's governor approves.

   Prima facie, it seems that protecting federal agents may be a different matter--but maybe not. And blue state governors and blue cities are, it seems, refusing to protect them. I've watched hours of footage from Portland, and it's clear that the Portland mayor and city council are basically in an alliance with Antifa. They are refusing to enforce laws against them, refusing to protect ICE agents, journalists, and counter-protestors--Antifa is physically assaulting all three with near-impunity. One journalist who fought back against repeated assaults by an Antifa blackshirt, knocking him out, was arrested. This is a pattern we see repeated across blue cities and states: criminals and terrorists can assault you--you can't defend yourself. 

   Democrats have, in effect, unilaterally declared open borders. In fact, e.g. Portland now operates under a system in which leftist protestors and left-wing terrorists are above the law. Antifa and other protestors block streets, refusing to allow residents through to their homes, and prevent ICE vehicles from entering and leaving facilities. They've laid siege to the facility for 100 days thus far. They make noise all night. Residents across the street can't sleep, and are terrorized and assaulted. Many of them are old. Some are disabled. 

This is abject madness.

BUT:

Given federalism, the Tenth Amendment, Posse Comitatus...and God knows what else...there may be nothing Trump can do about it.

   If there is nothing to be done, we're in a tight place. That means that blue states can basically undertake to destroy the country by refusing to enforce immigration laws. Illegal aliens could then pour in via e.g. New Mexico, and then spread out to CA, IL, OR, MA, etc. And, of course, to red states as well, since there's no guarantee they can be caught there.

   I continue to think our only hope is for the Democrats to come to their senses. If one or our two major political parties pursues policies that are outright insane and destructive of the nation, we simply won't last long. There's basically nothing the other half of the country can do to stop this--at best we can delay the inevitable.
