Seems clear that something weird is going on.

It doesn't make much sense to appoint someone as a the czar of "root causes" of such a thing.

It's possible that this is just supposed to be an opportunity to propagandize about climate apocalypticism.

I guess that would make sense from a crass, political perspective.
