Certainly seems that way.

Another way to look at it: Harris-Biden should probably be getting blown out at this point, but they're hanging on to enough of a lead to get the job done. That's gravely concerning.

Although: one view of the matter is that pollsters are mostly just a type of journalist, and, like other journalists, their real goal is to drag Biden across the finish line...  There are obvious reasons to doubt that view...but it's a view.
