Again, this shows that the progressive left doesn't really believe that climate change is an emergency; it's largely just using it as a stalking-horse to achieve ends it wants for other reasons.

The commentary you link to contains inaccurate information. For example, the non-binding resolution introduced by Rep. Ocasio-Cortez does not even contain the word "nuclear" much less call for the elimination of all nuclear power in 11 years.

You've got this backwards.
On a pure tactics level, policies that drastically reduce carbon emissions in the way necessary to stay under the 2C target are likely to be painful, at least in the short term. Tying these to a wildly popular policies like Medicare-for-all or free college tuition increases the likelihood they will gain support. (70% of Americans support for Medicare-for-all, including 85% of Democrats and 52% of Republicans!)
Remember, to enact ANY of these, Democrats need to keep their House majority, win a Senate majority (likely a 60-seat one), win the Presidency, and overcome the inevitable court challenges (including a 5-4 and potentially 6-3 Supreme Court) that will hit any major legislation. To accomplish this, it will take a broad and motivated political coalition, which will take a platform that appeals to the maximum number of people.
Narrowly focusing only on climate change is not at all a serious attempt to build such a coalition - otherwise Jill Stein would have won more than 1% of the popular vote in 2016. It's a mark that this new crop of Democrats take climate change seriously that they are including it along with their more popular initiatives.
