From a conservative blog, roughly "(a) bump stocks suck and are a good way to waste ammo. But (b) the machine gun ban explicitly does not apply so this is executive overreach."
(a) suggests that the thing is particularly dangerous because there are stray rounds flying everywhere. So presumably you can ban it as a safety hazard without mentioning the machine gun ban.
