"To Stop Climate Change, We Need Open Borders"

   It's a terrible idea IMO speaking from the perspective of actual policy options. But I gotta say, I don't think it's a terrible idea in theory. If the first world is driving the problem but not paying the price for it, then one way to pressure it to stop is to make it pay some kind of price. E.g. getting inundated by climate refugees.
   It's probably mostly just a kind of progressive fantasy--leveraging the climate change doomsday scenario to get open borders. But, theoretically speaking, it's not half dumb.

My understanding was almost all growth in CO2 emissions are coming from the third world, largely China, and freezing emissions at current levels is mostly acceptable from a climate perspective. So really, the third world is driving the problem, and the first world is bending over backwards to fix it. The reparations case is very poor.

But isn't the first world worse per capita?

And though a reparations argument sounds like kinda a long shot, what about this argument:

The first world got where it is by pouring CO2 into the atmosphere. So it's obligated to take more of a hit to try to stop this train that the third world, which didn't do the damage and didn't reap the benefits.
