Bush '41, Groper

Is his age a defense? I mean, is he losing his faculties? 
I mean, that must be it, right? 
There's simply nothing else that could excuse this sort of behavior. It's particularly loathsome given that, basically, he knows he won't get the shit slapped out of him because of his age, and his ex-President-ness.
But, anyway: if he is losing it, that makes this more sad than infuriating. Imagine degenerating to the point that this seemed ok... What a nightmare...

I would say his age is not a defense. Having been around those losing their faculties, my overall impression was that the person they were is still in there. Verbally, for example, they may have lost a bit of their filter but even then they seemed to know there were limits. Judging from his wife's "eye roll" and the guard saying the actress stood too close this has happened many times before...and he hasn't been an old man forever. What confuses me is why Mrs. Bush and the guard didn't set up a buffer zone, or warn her...

It's possible. In the early stages of dementia, my grandfather's humor became more physical and more repetetive. Mostly it consisted of poking you with a finger or the like. He had done that to us as much younger children occasionally, but it was mixed up with genuine jokes.
