I'm actually beginning to wonder if he has a neurological disorder (the early stages of dementia, for example). I'm not trying to be snarky here.
Seriously, it's hard not to wonder whether there's something wrong with the guy.
My own partial theory is that growing up extremely rich, like growing up extremely poor, can ruin a person.
As for the linguistic peculiarities...I'm clueless.
