"Urban Chinese experience only half the downtime of the average American." This is a highly misleading statistic. Urban Americans have essentially zero down time. The countries he list are small, with no real "out in the sticks" rural regions.
Rural areas tend to get hit with 24-hour or more outages. That gives them 3 times their weight in the average statistic--and that's if they are only hit once a year. Providing reliable service in regions with lots of trees, or in regions with tornados, is extremely difficult. The issue here isn't the grid; it's the trees that fall on wires.
