Apparently the idea is that they are taking money from the oldest sibling if they think that children indirectly benefited from illicit benefits their parents got.

This was petty and stupid, to be blunt. And, I read, it has been stopped.
I suspect that it is an example of what happens when you give bureaucrats the wrong incentives -- I suspect they were told to use tools the law gives them to recover all the money they could.
As a nation, we have an obsessive fear that someone, somewhere might actually be getting a little more aid the government than they truly deserve. That fear is the root cause of much of the red tape and inefficiencies in our government that we rail against (whether or not they are real).
Sigh.

Not only was it nuts, it will have the side effect of fueling the right-wing anti-gubmint noise machine for awhile...though in this case, they're right...
