I call shenanigans.
The invisible hand does a fine job on this too, although sometimes after the fact. It's just a straightforward application of Darwinian evolution to building construction.
The corps that planned ahead carefully would still have their skyscrapers. As for the others...
well if you want to have an omlette, you need to break some eggs.
And the end result is truly much better. The intense competition to build cost-competitive earthquake-proof buildings will lead to a new renaissance of construction techniques!

In the long run, we're all dead anyway. We might at least die in service of the holy market's efficient allocation of resources to someone more deserving.
