I can think of two reasons to use such a traceable and state-linked weapon:

- to intimidate other critics and countries that offer them asylum

- to pin the killing on the obvious suspect regime

In this case, I'd guess the former, but it's not impossible that Duhbya's pal, however black his soul, might actually not be guilty of this crime. Not likely, but possible.
