Soleimani Hit To Preempt Imminent Attack?

Says Pompeo.
Rather seems to me that either of these two would be sufficient justification for taking him out:
(a) He was significantly responsible for the recent embassy attack.
(b) He was about to be significantly responsible for an attack.
And that ignores anything else about his track record.
