I recall quite a bit of discussion of Manafort's dubious history back during the election; even during the Primaries. It's not like the indictment came as any surprise.
As for the first: indeed. It's very hard to work up any surprise about this. Dude's basically a suit-and-tie mercenary for Russian kleptocrats. Imagine how much you have to like money to do that.
