Huh?

Um, can anybody explain to me what professor Reynolds is 'heh'ing about here?

I mean I had a guess, but then I looked at the dates, so that can't be it.

So, er, what is it?

    I think he's trying to point out that Bush actually presented the case for democracy before the war started, not after the failure to find WMD. But I think "Heh" and "Indeed" have become verbal tics or schticks unrelated to the underlying content.
