They require member nations to criminalize so-called hate speech (i.e. "Islam sucks!") with a punishment of up to <a href="http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=uriserv%3Al33178" rel="nofollow">one-year in prison</a>.
